It's an Electrical Engingeering reference. An early scheme for getting
some types of computers to work faster was to have two separate "clock"
signals:

So some parts of the computer, rather than waiting a full cycle for
other parts of the computer to finish what they are doing, start in
mid-cycle. It allows twice as much stuff to be going on at once than
if you just had one clock. Last night they were doing the same thing
with four-part rounds.
On a similar note, never let a math major call a contra dance. They
like to get cute with group theory, but have little experience with
the distinction between "theory" and "practice".
