This is the answer that I got from World.

I really don't want to spend $100/month to get what I consider bare
minimum web service, so I will unprotect the directory for now
<sigh>.  I'm paying $50/month just for them to forward gingicat.org to my
World home page.

Anyone got any leads to a good web hosting place whence I could move 
gingicat.org?  (oh Mike... <g>)

Hi Rachel,

Password Protection is not available with the Kiosk with HPA.  The
Home Page Alone service is not setup for high end web service.  This
is a $5/month basic web site.  If you are interested in greater
functionality for your website, I would suggestion upgrading to the
Kiosk Bundle which uses the Kiosk Website instead of the HPA.  This
web site is run off of a machine setup to handle high end web hosting.
