XIlophone in 2000, 4 years ago. I don't think that's very 'recent' in
UK filkcon terms (it is, of course, in the sense in which I tend to use
'recent', meaning "since the death of Elizabeth Queen of England").
Has any been seen since, especially from anyone else? The nMC have done
a very limited amount (dressing up more for the set than for the
individual songs, but with occasional changes for a song) but Brian is
the only person I remember doing it with a different costume for each
song in the set.

Indeed, and it was impressive (well, it impressed me). However, I
don't recall any other people doing it much on a per-song basis ("Father
Zander" at Fourplay came close, but the costumes were not totally varied
during the set).
"Best Dressed Filk" as a specific program item where lots of people
dress appropriately for their own performances (and all of them do so),
however, I haven't seen done since (I believe) Fourplay, at which Miki
and Melusine almost won "Best UNdressed Filk". Which is definitely
/not/ recent by UK filkcon standards. Seceral conventions since
(notably Decadence and ConThirteena) have tried to encourage "dressing
up", but with limited success. If I remember correctly, Dixseption
intends to do the same...
