That was discussed at the SWiGGLe, and the feeling seemed to be that a
less-full programme would be a good thing (some of the filkers got to
see almost none of the rest of the Worldcon in 95: I saw the two panels
I was on, the Masquerade, and visited the dealers' room twice I
believe).

One thing suggested was that different countries might take
responsibility for planning different days, instead of having one group
planning and running everything.  They would be free to use people rom
anywhere, of course, but it would take the load off one person or group
having to do all of the programming, as well as making more variety.
